How can President Obama enable and motivate oil companies to drill American oil?

Obama is the road block, because he is not allowing oil rigs to drill in the Gulf or off the shores. Of course if he did allow it; It would be understandable for the oil companies to wait because he is psychotic and would throw some of his magic hope and change into the picture that would totally distort the profit margins. Obama's tax czars like the EPA would be on the oil companies *** in no time at all.
