Why are Treyarch so overt in their castration of the sniper rifle?

I have no qualms with the removal of quickscoping, we all know that's a huge problem in the IW games. My gripe is the inaccuracy of the gun over any distance and how underpowered the bolt action sniper is. Why can't they rectify the hit detection? I'm sick of shooting guys dead in the chest and it not registering anything, and when I do manage to hit them it takes another shot to bring them down.
