If the UN cares about vaccinating children then why do they pass resolutions that let them die?

They have programs to vaccinate children in places like Nigeria for instance, but yet have no qualms about watching 500,000+ Iraqi children die of disease and starvation under an economic embargo ... so i guess im eluding to, are these programs in reality related?
